In 2023, the Minnesota Legislature approved the Local Affordable Housing Aid (LAHA) program, funded by a 0.25% Metro sales tax for use in the 7-county Twin Cities Metropolitan area, and a Statewide Affordable Housing Aid (SAHA) program funded through appropriations. Cities and counties have discretion to spend funds on a broad range of eligible affordable housing projects, including for emergency rental assistance. 

In September 2025, the MN ERASE campaign hosted, “Local and Statewide Affordable Housing Aid Case Studies,” featuring city and county examples of SAHA and LAHA funding utilization. Local experts from Brooklyn Park, Dakota County and Olmsted County shared their jurisdictions’ decision-making process for utilizing funds and implementation experience. In 2025, MHP on behalf of the Minnesota ERASE campaign conducted a short survey of select cities and counties, to gain more information about their utilization of Local Affordable Housing Aid (LAHA) and Statewide Affordable Housing Aid (SAHA) to date.  Please contact each jurisdiction directly for more information on their utilization of SAHA and LAHA funding.
