Minnesota ERASE Campaign

The Minnesota ERASE Campaign (End Rental Arrears and Stop Evictions) is an effort to eliminate rental indebtedness, prevent evictions, and create support for long-term policy changes to end housing instability and homelessness. Co-convenors of the campaign are ACER (African Career Education Resource) and MHP (Minnesota Housing Partnership). 

The Minnesota ERASE campaign launched during the pandemic, growing from an informal collaborative effort of housing advocates to ensure that the historic housing aid enacted by Congress reached the people it was intended to help – renters with low incomes. Since 2020, Minnesota ERASE and its partners have helped secure more than $270 million to help Minnesotans remain housed, primarily through increased flexible financial assistance available through the Family Homeless Prevention Assistance Program (FHPAP).

Minnesota ERASE Results

  • 2026: $40 million one-time increase for FHPAP 
  • 2025: $8.35 million one-time increased, plus $900,000 in ongoing base funding for FHPAP 
  • 2024: $8.1 million one-time increase to FHPAP 
  • 2024: Policy reforms recommended by the Workgroup on Expediting Rental Assistance enacted, with updates here and here 
  • 2023: $95 million one time increase to FHPAP 
  • 2023: Local and Statewide Affordable Housing Aid established; emergency rental assistance an allowed use of these funds 
  • 2022: $20 million one-time increase to FHPAP 
  • 2020: $100 million in one-time funds for emergency housing assistance
