BILL TRACKING: HOUSING AND HOMELESS

Bonding Bill
House Omnibus
- H.F. 1068 (Hausman): Contains $80 mill in Housing Infrastructure bonds
- H.F. 2490 (Hausman): Contains $20 mill in G.O. bonds
Senate Omnibus
- S.F. 2605 (Stumpf): Contains $80 mill ($70 HI bonds and $10 mill GO bonds)
Original Homes for All bills:
- H.F. 2031 (Hausman) / S.F. 1977 (Stumpf): Appropriates funds for public housing rehabilition and debt service on housing infrastructure bonds issued by Minnesota Housing Financy Agency.
In the House, Homes for All bill also occur in a larger bonding bill
- H.F. 3250 (Hausman): Authorizes captial improvement spending, Housing Finance Agency authorized to issue housing infrastructure bonds, authority extended to use negotiated sales, bonds, issued, and money appropriated.

- H.F. 1735 (Isaacson) / S.F. 1735 (Wiklund): Makes changes to manufactured home relocation trust fund.
- H.F. 2453 (Quam) / S.F. 1872 (Senjem): Provides for exclusion of Dodge County from Southeast Minnesota Multicounty Housing and Redevelopment Authority.
- H.F. 2783 (Isaacson) / S.F. 2739 (Scalze): Authorizes Ramsey County Housing and Redevelopment Authority the power to to establish housing improvement areas in Ramsey County.
- H.F. 2763 (Isaacson) / S.F. 2569 (Wiklund): Repeals unnecessary laws and rules under direction of Minnesota Housing Finance Agency.
- H.F. 0350 (Simon) / S.F. 0212 (Franzen): Repeals deadlines for special service districts and housing improvement districts.
- H.F. 3104 (McNamar) / S.F. 2799 (Eken): Establishes study for long-term workforce needs.
Homeless Housing & Services
- H.F. 2287 (Newton): Provides grants for housing needs assessment for veterens, provides exemptions for certain moratoriums on veteren residential facilities, and requires a study on veteran housing.
- H.F. 2246 (Clark): Modifies amount of monetary appropriation non-profits serving high risk adults can receive.
- H.F. 2245 (Clark): Modifies appropriation to Voice of East African Women Organization.
- H.F. 2493 (Mariani) / S.F. 2198 (Pappas): Funding provided for an emergency center and housing facility and connection center facility in St. Paul.
- H.F. 2394 (Radinovich) / S.F. 1961 (Saxhaug): Funding provided for low-income home energy heating.
- H.F. 2203 (Halverson) / S.F. 2194 (Dibble): Appropriates money to fund activities under the Homeless Youth Act.
- H.F. 3046 (Fischer) / S.F. 2507 (Hayden): Modifies eligibility criteria for group residential housing.
- H.F. 0993 (Moran) / S.F. 2558 (Wiklund): Modifies funding eligibility for disadvantaged housing nonprofit organizations.
- H.F. 2556 (Newton) / S.F. 2522 (Hoffman): Provides exemptions for certain foster care moratoriums on new veteren residential facilities and provides grants for housing needs for veterens.

- H.F. 2151 (Mullery) / S.F. 2420 (Champion): Creates duty to mitigate damages in a residential lease violation.
- H.F. 2479 (Hilstrom) / S.F. 2152 (Latz): Allows housing courts and housing calendars to use referees almost exclusively for landlord and tenant cases.
- H.F. 2449 (Abeler) / S.F. 2671 (Westrom): Modifies group residential housing agreements.
- H.F. 1992 (Dehn) / S.F. 1692 (Hayden): Modifies residency ratio restrictions for home and community-based waiver and general assistance recipients.
- H.F. 2612 (Laine) / S.F. 2146 (Goodwin): Allows for recovery of attorney fees by a prevailing vendor or owner for breaches of statutory housing warranties.
- H.F. 2192 (Allen) / S.F. 2338 (Marty): Adds provision for termination of leases upon infirmity of tenant.
- H.F. 0859 (Simon) / S.F. 0771 (Hayden): Creates remedies for victims of violence during eviction cases. Evicition cases shall be expunged if failure to pay rent was due to an act of violence.
- H.F. 2213 (Hortman) / S.F. 2445 (Latz): Amends definition of a small servicer in relation to mortage foreclosures.
- H.F. 859 (Hayden) was amended to include H.F. 2112 (Clark): Establishes remedies for tenants who are victims of landlord violence and establishes HOME (Housing Epportunities Made Equitable) pilot project.
Foreclosure
- H.F. 2251 (Moran) / S.F. 2010 (Champion): Modifies eviction proceedings regarding expungement and disclosure.
Homeownership
- H.F. 2116 (Clark) / S.F. 1838 (Hoffman): Provides homeownership grants for families with children with disabilities.
- H.F. 2599 (Loeffler) / S.F. 2666 (Eaton): Modifies effective date of Minnesota Family Investment Program (MFIP) housing assistance grant.
Tax Credits, TIF, Deductions, Exemptions, etc.
- H.F. 2739 (Fabian) / S.F. 2396 (Stumpf): Allows cities to create an economoic development TIF district for workforce housing. Fifty percent of funds must be used for challenge grants or loans addressing workforce housing issues.
- H.F. 2963 (Clark) / S.F. 2541 (Stumpf): Modifies income requirements for housing project tax increment financing.
- H.F. 2247 (Clark): Exempts public housing authorities from some sales tax, and declares public housing authority payments in lieu of taxes optional rather than mandatory.
- H.F. 1983 (Hansen) / S.F. 2578 (Metzen): Modifies threshold criteria for allocation of low-income housing tax credits for Dakota County Community Development Agency.
- H.F. 2457 (Poppe) / S.F. 2550 (Sparks): Expands tax exemptions for local governments to include housing and redevelopment authorities.
- S.F. 2794 (Reinert): Provides use of tax increment financing for workforce housing projects.
- H.F. 2137 (Kresha) / S.F. 2878 (Gazelka): Modifies property tax due dates.
- H.F. 3167 (Lenczewski) / S.F. 2726 (Skoe): Omnibus supplemental tax bill that increases Renters' Credit through tax refunds by six percent, and Homeowners' Credit by three percent.
