A stable home is the foundation of prosperity and the American Dream. Minnesota needs more homes—of all types, in every community—because housing shapes our shared future. By working together and investing in bold, targeted solutions, we can ensure our families and future generations can live and thrive here. Our 2025 agenda includes housing investment in a variety of innovative ways, and policy changes such as Source of Income Protections and, through the Yes to Homes! coalition, allowing more homes and housing choices throughout the state.

Maintain, Save, & Create More Homes

  • Invest in More Homes of Every Type: Increase by $10M the Economic Development and Housing
    Challenge Fund—the state’s major resource to create housing for families with a wide range of
    incomes.
  • Fund Bonds for Housing: Allocate $400M for Housing Infrastructure Bonds to create deeply
    affordable homes, and $100M for General Obligation Bonds for public housing.
  • Allow More Homes and Housing Choices (Yes to Homes!): Promote the creation of diverse home
    types and choices in convenient, connected communities, and streamline local processes to
    reduce barriers and accelerate building.
  • Stabilize Affordable Homes: Support the long-term sustainability of affordable rental homes by
    funding emergency capital rehabilitation needs, ongoing funding for recapitalization of homes
    facing physical and/or financial distress, and supportive services to assist residents.
  • Support 4d Housing Incentives: Update legislation to improve program efficiency and support
    income diversity in affordable rental homes.

Expand Home Options in Greater Minnesota

  • Enhance the State Housing Tax Credit (SHTC): Align the SHTC Program with the Greater Minnesota Workforce Housing Development Program to increase the number of homes.
  • Invest in Greater Minnesota Housing Infrastructure: Provide $20M for General Obligation Bonds for public infrastructure to support housing development in Greater Minnesota.

Access & Opportunity

  • Fund Family Homeless Prevention: Increase by $200M the Family Homeless Prevention and Assistance Program (FHPAP) to support housing stability and keep renters in their homes.
  • Enact Source of Income Protections: Clarify state law to prohibit any person from refusing to rent to someone because they receive housing assistance.

Ongoing Solutions

  • Dedicated, Predictable, Funding for Homes: Establishing dedicated, predictable funding via the Our Future Starts at Home constitutional amendment will secure lasting pathways to prosperity and ensure our families and future generations of Minnesotans can live and thrive here.
