Sherman Associates is proposing to develop a mixed-income, 349-unit residential project in the Downtown neighborhood of Rochester, Minnesota. Located at 217 East Center Street, the property is currently a 1.75-acre surface parking lot owned by the City of Rochester.
The project will feature two buildings: a 273-unit market rate high-rise building, and a 76-unit affordable 5-story low-rise building. The two buildings will be separately financed, but will share a 350 stall above-grade, enclosed and tempered parking garage. The development will feature a new publicly accessible riverfront walking path along Zumbro River, which directly borders the site to the east.
The 76-unit affordable project will be a Senior Housing community with 14 units available at 30% AMI levels, 36 units at 50% AMI levels, and 26 units at 60% AMI levels. It will consist of a 5-story wood frame structure that wraps two sides of the shared parking ramp. It will feature a lobby lounge, fitness center, clubroom, outdoor area with grills, playground, dog relief area, walk-outs units with private patios, and connection to the riverfront walk. Financial closing is scheduled for Q2 2026.
The project will be built as a highly sustainable development that meets Green Communities Standard, SB2030, Solar Ready, and EnergyStar Multifamily New Construction Program.
