Building off MHP’s 2024 state findings, the Legislative District Profiles document current housing metrics using data specific to each of 134 legislative districts, economic development region, and the state. The profiles provide a comprehensive yet concise overview of housing trends, focusing on housing affordability, the rental market, the homeownership market, top in-demand jobs and their wages relative to housing costs, evictions, and homelessness.

MHP’s Legislative Profiles are key source of housing information for advocates to engage with elected officials. They serve as a valuable guide to help elected officials understand constituent and community housing needs.  The profiles provide compelling data that makes the case to leaders for the need for critical investments and transformative policy needed to ensure every Minnesota lives in a healthy, affordable home. 

Some District Highs and Lows from the 2024 Profiles:

Cost Burden (Households spending more than 30% of income on their housing)

  • Highest percent of cost burdened renters: 65% in District 60B – Twin Cities (University)
  • Highest percent of cost burdened senior renters: 90% in District 41A – Twin Cities (Washington County)
  • Highest percent of severely cost burdened renters: 37% in District 60B- Twin Cities (University)
  • Lowest percent of cost burdened renters: 31% in District 61B – Twin Cities (West Calhoun/ Linden Hills)
  • Lowest percent of severely cost burdened renters: 10% in District 30B- Central & Twin Cities (Sherburne/ Anoka County)
  • Lowest percent of cost burdened senior renters: 38% in District 30B – Twin Cities (Sherburne/ Anoka County)
  • Highest percent of cost burdened owners: 36% in District 60B- Twin Cities (University)
  • Highest percent of cost burdened senior owners: 34% in District 59B- Twin Cities (Northeast MPLS/ Harrison/ Near North)
  • Lowest percent of cost burdened owners: 12% in District 57B- Twin Cities (Dakota County- Lakeville)
  • Lowest percent of cost burdened senior owners: 16% in District 8B- Northeast (Duluth)

Rent/Home Value

  • Highest median rent: $1,957 in District 34B- Twin Cities ()
  • Lowest median rent: $691 in District 21A- Southwest (includes Cottonwood, Lincoln, Murray, Nobles, Pipestone and Rock counties)
  • Highest median value home: $584,100 in District 50A- Twin Cities (Hennepin County- Edina)
  • Lowest median value home: $143,400 in District 7B- Northeast (part of Iron Range: Eveleth, Biwabik, Virgina)

Racial Disparities in Homeownership

  • Largest homeownership gap: 45% (BIPOC rate 29%, White non-Hispanic 74%) District 63A- Twin Cities (Minneapolis-Seward neighborhood)
  • Highest rate of homeownership for BIPOC population: District 30A- Central (Wright County- Albertville, Hanover, Otsego, Rockford, St. Michael cities)
